This short learning course highlight the key aspects that any legislation designed to govern the creation, functioning and oversight of farmer water users associations (WUA) should reflected on. The course uses a multimedia presentation and other supporting materials.

After completing this course, you will be able to:
  • Discuss the main legal factors to consider in the establishment of a WUA (the nature of WUA, the potential members, the rights, duties and tasks of members)
  • Describe how a WUA is established - what the internal organizational structure should look like, and how an association is funded
  • State the roles of the government should play

This course targets policy and decision makers, project managers, professionals and leaders of farmer groups who are involved in participatory irrigation water management. The course is also relevant to NGOs, trainers and others workers involved in agricultural water management and rural development.
